Overcrowding forced the
State of Maine to expand juvenile detention facilities. HEB worked in conjunction with
SMRT Architects and Engineers, Inc. on a $25 million facility improvement at the Southern
Maine Juvenile Correctional Facility in South Portland. This project is one of four such
expansions. The 117,300 square foot facility consolidated into one building day use,
medical, administration, and youth residential facilities. HEB prepared the civil design
and permit documents for the $1.4 million site upgrades and improvements. Design features
included stormwater quality treatment, road and traffic circulation, parking for 180
vehicles, complex erosion control, and extensive grading and earthwork to incorporate the
addition into the existing facility master plan.
An innovative project-phasing plan was required to maintain site
security and facility operations. One challenging aspect of the project was HEBs
coordination with the Portland Water District for the relocation of a 900-foot section of
12-inch water main that intersected the construction area. Construction began in the
summer of 1999, and HEB will work closely with SMRT and the State of Maine for occupancy
by the end of 2000.
